Effluent from sewage treatment plants is used in many parts of lake water and maintenance water of reservoirs and rivers in Korea. The problem is that significantly improved standards of sewage treatment plant effluent water quality are greatly different from those of lake water. The phosphorus concentration, which is a necessary condition for the generation of algae,is 0.02 mg / L for the US EPA, 0.035 mg / L for the OECD standard, and 0.03 mg / L for the Han River Environment Research Center. Therefore, if applying the most conservative value reduce the concentration of phosphorus so as to suppress the generation of algae,the effluent of the sewage treatment plant, which is 0.2 mg / L, should be diluted 1/10 to 0.02 mg / L. After January 1, 2013, the water quality standard for effluent from Region 1 sewage treatment plant is total nitrogen of less than 20 and total phosphorus of less than 0.2 The level 3 water quality standard for general lake water is total nitrogen of less than 0.6 and total phosphorus of less than 0.05. Based on the above standard, water with 33 times higher concentration of total nitrogen and 4 times higher concentration of total phosphorus flows into the lake. This results in eutrophication, algae, and the immense growth of aquatic plants in water bodies.
